What this can and cannot show. Peer coordination is routed
most-senior → rotating-junior by policy, so the shape is largely by design.
The earned signal is brightness: an edge lights only when the receiver changed
what they were gathering because of the message — the event that pays both.
Offices broadcast advice we do not yet measure compliance with, so their edges
stay dim by construction, not by failure.
